<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />15 <br /> <br />Dry Gulch from Harlan Street to Zephyr Street (Sheets 9,lO,ll) <br /> <br /> <br />The Dry Gulch channel throughout this reach is qenerally well <br /> <br /> <br />defined, although it has frequently been replaced by conduits <br /> <br /> <br />of inadequate size. In every case, the conduits create back- <br /> <br /> <br />waters which cause inundation of street crossings and structures. <br /> <br /> <br />The natural channel is frequently unable to contain the lOO-year <br /> <br /> <br />flood, partly because the banks are lower than those in the <br /> <br /> <br />reach east of Harlan, and partly because of the frequent street <br /> <br /> <br />crossings and backwater effects. The structures near the gulch <br /> <br /> <br />in the reach are predominantly residential, ranging from single <br /> <br /> <br />family homes to multi-story apartments. <br /> <br />been constructed in the low area near the channel, and are there- <br /> <br />fore subjected to major flood potential. <br /> <br />West of Lamar Street and between Saulsbury and pierce Streets, <br />the gulch has been channelized into narrow drainageways <br />between apartments. The channels are capable of conveying <br /> <br />the lOO-year flow, except that backwater effects created <br /> <br />at the downstream ends of the channels cause flooding along <br /> <br />them. <br /> <br />Dry Gulch from Zephyr Street to Carr Street (Sheet 8) <br /> <br /> <br />In this reach the Dry Gulch channel has been severely constricted <br /> <br /> <br />by the railroad bed of the Associated Railroad Co. and by res- <br /> <br /> <br />idential construction. The location of the natural watercourse <br /> <br /> <br />through this area is not apparent, but the channel in existence <br /> <br /> <br />today is totally inadequate to convey a IOO-year flood. The <br /> <br /> <br />flood plain is extensive in this reach, indicating significant <br /> <br /> <br />potential damage. Residents of this area report flood damage on <br /> <br /> <br />a yearly basis, indicating that even small floods have been <br /> <br /> <br />troublesome. This fact serves to emphasize the potential damage <br /> <br /> <br />from severe floods. Erosion damage has occurred along the road- <br /> <br /> <br />bed of the Associated Railroad Co., which forms the south bank <br /> <br /> <br />of the gulch between Brentwood and Ammons Streets. This has <br /> <br /> <br />prompted the Railroad to dump "rip-rap" along the bank, thereby <br /> <br /> <br />further reducing the capacity of the channel. <br /> <br />An area of widespread flooding exists between Saulsbury and <br /> <br /> <br />Upham Streets, primarily because of inadequate culverts installed <br /> <br /> <br />under Saulsbury Street and between Teller and Upham Street. <br /> <br /> <br />A second area of widespread flooding occurs west of Wadsworth <br /> <br /> <br />Boulevard, due in part to the backwater created by the culvert <br /> <br /> <br />under the street and in part to the fact that the channel is <br /> <br /> <br />quite shallow between Wadsworth and Zephyr. Apartments have <br /> <br />Dry Gulch from Carr Street to Garrison Street (Sheets 7, 8) <br /> <br /> <br />Between Carr and Garrison Streets, the Dry Gulch channel is still <br /> <br /> <br />visible in a natural condition, but lS incapable of conveying <br /> <br /> <br />the lOO-year flood. A considerable amount of commercial develop- <br /> <br /> <br />ment has occurred in the past two years along the channel; the <br /> <br /> <br />development has served to increase the likelihood of flood damage <br /> <br /> <br />as additional constrictions to the channel have been built. <br />
