<br />2.5 Existin? ~itiga~ion Measures <br /> <br />Almost all of the ef~orts ca~ried out so fa~ to r~cuce <br />potential flood damages have consisted of levee construc- <br />tion. Prior to the McPhee Rese~voir project lev'ees we~e <br />constructed locally. These a~e bll too low to ITlee: federa: <br />criteria. They are also in need of repair. <br /> <br />Within the past y&ar the Bureau o~ Reclamation has <br />constructed, as a portion of its McPhee Reservoj.r projectr <br />levees which provide flood protection. The primary puroose <br />of these efforts was tc eliminate potential backwater <br />flooding from the new ~eservoj.r.. Incidentally to this <br />primary purpose, they protect certain portions of Dolores <br />from a 100-year flood. Downstream of ~he 4th S~:reet Bridge <br />very little additional flood ?~otec~ion wo~k is ~ee6e~. <br />upstream of that bridg~ two sections of new lev!~e have been <br />completed. A part of one of these sections wO\J16 meet <br />federal freeboard critl2ria, but .:some raising of these new <br />levee sections would b~ needed to meet the fede:~al c~ite~ia. <br /> <br />The Bureau project also created a large park west of <br />Dolores, between Highway 145 and the river. This area was <br />formerly a low area, the site 0:: more than 10 h'Juses, almos': <br />entirely within the 100-year ~loodplain. I~ would now be <br />subject to minor shallow ~1005i~; 6u~i~g a 100-yea~ ~loo~, <br />something perfectly acceptable ~n a park.
