In a letter dated September 3, 1998, Mr, Nick Skifalides, Deputy Manager, Wastewater Management Division, Department of Public Works, City and County of Denver, requested that FEMA revise the FIRM to show the effects of more detailed topographic data and a new hydraulic analysis that incorporates channelization along First Creek from 48th Avenue to approximately 2,600 feet upstream and construction of culverts at 48th Avenue. The site is located in a Special Flood Hazard Area (SFHA), an area that would be inundated by the flood having a I-percent chance of being equaled or exceeded in any given year (base flood), designated on the effective FIRM as Zone A with no base flood elevations determined. This request follows up on a Conditional Letter of Map Revision issued on April 16, 1987. All data required to complete our review of this request were submitted with letters from Mr. L. George Wingfield, Project Manager, and Mr. Thomas M. Ochwat, P.E., Senior Engineer, both with Nolte Associates, Inc., and Mr. Skifalides. We have completed our review of the submitted data and the flood data shown on the effective FIRM. We have revised the FIRM to modify the floodplain boundary delineations of the base flood along First Creek from approximately 1,600 feet downstream to approximately 2,600 fee.t upstream of 48th Avenue. As a result of the modifications, the width of the SFHA along First Creek increased in some areas and decreased in other areas. The modifications are shown on the enclosed annotated copy of FIRM Panel(s) 0008 C. This Letter of Map Revision (LOMR) hereby revises the above-referenced panel(s) of the effective FIRM dated September 28, 1990. The modifications are effective as of the date shown above. The map panel(s) as listed above and as modified by this letter will be used for all flood insurance policies and renewals issued for your community. A review of the determination made by this LOMR and any requests to alter this determination should be made within 30 days. Any request to alter the determination must be based on scientific or technical data.
