Imagine then, that th,~ ruling had many <br />implications and ramifications as to how you and a nation of local <br />and regional governmental agencies went about their business. <br />Finally, imagine that the ruling was not clear in regards to the <br />precedence that it set. This is in essence th,~ Lucas Case. <br /> <br />Thus, this session will discuss the Lucas Case from two different <br />perspectives. First, H. Bissel Carey of the L3.w firm of Robinson <br />and Cole who filed a friends of the court briE~f for the American <br />Planning Association in support of the South Carolina Coastal <br />Council, will do his best to clarify the legal implications of this I <br />case as applied in a broad sense.
