These master plans are being coordinated to include
multi-objective uses for floodplain corridors. The master plans
incorporate resource mitigation and enhancement, water quality and
flood control detention, recreation, and flood control facilities.

The master plan studies will determine the long,-term solutions for
floodplain management in each watershed. Until the master plans
can be completed, the Water Resources Divisi,on has recommended
interim floodplain development policies to provide guidelines for
development near or within flOOdplains. The pOlicies are divided
into Countywide policies that are of general applicability, and
watershed-specific policies that are based on characteristics of
each watershed. It is envisioned that some of the policies will be
adopted as long-term policies for floodplain development,

Our presentation will include discussion of the specific policies,
including the intent and rationale behind formulation of the
policies. The master plan program will also be discussed. A slide
presentation will be used to show good and bad examples of
floodplain development and to illustrate the need for the policies.

Policies regarding the following issues will he discussed:

*
*
*
*
*
*
*
*
*

Minimum buildable areas above the floodplain
Fill in the floodplain
Easement acquisition requirements
Levees
Increased fees for construction of multi-objective facilities
Integration of individual projects with regional goals and
facilities
Flood control and water quality detention to mitigate
increased peak flow, runoff volumes, and pollutant loadings
Maintenance guidelines
Policy differences between newly-developing areas and in fill
areas

This topic should be of particular interest 1:0 local
managers and could be part of a discussion of local
management strategies, managing on a watershed
coordinating for effective police implementation.

floodplain
floodplain
basis, or

I
