SYLLABUS

The purpose of this investigation was to evaluate flood
problems on Henson Creek at Lake City, Colorado, to determine if
an economically anc. environmentally sound plan could be developed
to reduce flood damages. Based on the frequency-damage
relationship and that the community is in the F'EMA flood
insurance program, the lOa-year level of protection was selected
for analysis. The plan selected for analysis consists of a levee
extending approxima,.tely 800 feet along each bank of Henson Creek
upstream of the Hi~ihway 149 bridge. First cost was estimated at
$562,000 with annua,l cost at $50,000. Estimated average annual
benefit for a laO-year level of flood protection would be about
$5,200. The benefit-cost ratio for the lOa-year levee
alternative is 0.1 to L Therefore, the plan selected for
analysis was not economically feasible. No further studies are
recommended at this: time.
