On September 30, <br />1999, we provided your community with a Preliminary FIRM, FBFM, and Flood Insurance Study (FIS) <br />report based on new hydraulic modeling for the Animas River that was prepared for us by Foothill <br />Engineering Consultants, Inc., under Contract No. EMW 93-C-4150. During our review of the <br />information submitted in support of the Preliminary FIRM, FBFM, and FIS report, we discovered <br />mismatches in the elevations of the flood having a I-percent chance of being equaled or exceeded in any <br />given year (base flood) and in the floodplain and floodway boundary delineations along the Animas <br />River between the FIRM and FBFM for your community and the FIRM for the City of Durango. Our <br />review also revealed that on December 5, 1989, we published a revised FIRM and FIS report for the City <br />of Durango that included modeling ofthe new U.S. Highway 160 (USI60) bridge, located just <br />downstream of the old US 160 bridge, over the Animas River. The information that was the basis of the <br />December 5 FIRM and FIS report for the City of Durango also affected the unincorporated areas of <br />La Plata County, but this information was inadvertently not incorporated into your community's FIRM, <br />FBFM, and PIS report. This Letter of Map Revision (LOMR) incorporates the information into the <br />FIRM and FBFM for your community and corrects the mismatches in Base Flood Elevations (BFEs) and <br />in floodway and floodplain boundary delineations between the two communities. In addition, updated <br />corporate limits information has been added to the effective FIRM and FBFM for your community with <br />this revision. <br /> <br />We have revised the FIRM, FBFM, and FIS report to modifY the BFEs and the floodplain and floodway <br />boundary delineations and zone designations of the base flood along the Animas River from <br />approximately 2, I 00 feet downstream of the new US 160 bridge to just upstream of the old US 160 <br />bridge. As a result of the modifications, the BFEs for the Animas River decreased, and the widths of the <br />Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood, and the <br />regulatory floodway increased in some areas and decreased in other areas. The modifications are shown <br />on the enclosed annotated copies of FIRM Panel 0393 B, FBFM Panel 0393, Profile Panel 02P, and <br />affected portions of the Floodway Data Table.
