<br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />The purpose of this Flood Insurance Study is to investigate the <br />existence and severity of flood hazards in Empire, Colorado and <br />to aid in the administration of the Flood Insurance Act of 1968 <br />and the Flood Disaster Protection Act of 1973. Initial use of <br />this Information may be to convert Empire to the regular program <br />of flood insurance by the Federal Insurance Administration. Fur- <br />ther use of the information may be made by local and regional <br />planners In their efforts to promote sound land use and flood <br />plain development. <br /> <br />1.2 Coordination <br /> <br />A search .for bas i c data was made at a I I I eve I s of government. <br />The United States Geological Survey was contacted to obtain bench <br />mark locations and elevations, contour maps, aerial photos and <br />stream gage records for the Empire area. <br /> <br />, <br /> <br />The Colorado Water Conservation Board, in conjunction with the <br />U. S. Geological Survey, has developed a manual for estimating <br />flood characteristics of natural-flow streams in Colorado. In- <br />formation taken from this manual during its development was <br />uti lized in developing the flood flows used herein. <br /> <br />. <br /> <br />The U. S. Forest Service provided updated maps of the Empire <br />area. <br /> <br />1.3 Authorization and Financing <br /> <br />This Flood Insurance Study was conducted by Black & Veatch, <br />Consulting Engineers, at the request of the Federal Insurance <br />Administration, U. S. Department of Housing and Urban Development. <br />The source of authority for the study is the National Flood <br />Insurance Act of 1968, as amended. Authority and financing is <br />contained in Contract No. H-3834 between the contractor and the <br />Federal Insurance Administration. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study covers the area within the corporate <br />I imits of Empire, Colorado. The vicinity map (Figure I) gives <br />the general location of Empire relative to other cities in <br />Clear Creek County. <br /> <br />4 <br />
