<br />When encroa~hments onto the natural floodplai~ are allowed, such as
<br />artificial fill, the flood carrying capacity is reduced. The depth of water
<br />or the flow velocity in the remaining floodplai~ area ~ust nor~ally increaae

<br />me~ts of encroachments onto the floodplain often outweighs the resulting
