<br />Q/{{{/U{COtiOI1 for the Colorado Water Conservation Board <br /> <br />review committee, Following the presentation. <br />meeting, and preparation of final revisions, the <br />draft report, checklist and meeting notes will be <br />reviewed by the project manager for final editing <br />and delivery to the CWCB, <br /> <br />Technical Reviews <br /> <br />The CWCB standard written notification that <br />a review of each floodplain study has been initi- <br />ated will be sent to the affected community 45 <br />days prior to a board meeting, The format for <br />this will be the same as previous CWCB notifi- <br />cations, These notifications should not be con- <br />sidered retractable. Thus, either the review <br />needs to be completed before the notification, or <br />sufficient review needs to be conducted. prior to <br />sending the notifications. to assure that the re- <br />view will be finalized before the board meeting. <br /> <br />The history of floodplain information will be <br />acquired through contacting any of several ap- <br />propriate sources; including CWCB staff: Mi- <br />chael Baker Corporation; the FEMA Flood Map <br />Distribution Center; the community floodplain <br />administrator; CDOT; National Oceanic and <br />Atmospheric Administration (NOAA); USGS; <br />USACE; consulting engineering firms; and local <br />or regional government maintenance, planning, <br />and/or engineering departments, The type of <br />information gathered could include; adjacent <br />basin floodplain studies. historical flood infor- <br />mation. changes in land use, recent hydraulic <br />designs, upcoming construction or development <br />in the area, and copies of relevant studies or re- <br />ports, <br /> <br />The technical review portion will include <br />using the comprehensive "Rules and Regulations <br />for the Designation and Approval of Floodplains <br />and of Storm or Floodwater Runoff Channels in <br />Colorado" as a checklist. Other tools for vali- <br />dating the studies, as needed by the complexity <br />of the floodplain study, can include FEMA's <br />checklists, County or Regional (Urban Drainage <br />Flood Control District) criteria manuals, <br />FEMA's CHECK2 program, and Parsons ES's <br /> <br />In-] 7R9.doc <br /> <br />_i___ <br /> <br />~---- <br /> <br />own checklist for its hydrologic and hydraulic <br />studies. <br /> <br />If not already computed from CWeB's Rc- <br />gional Regre"sion Equations, the 100'year peak <br />discharge will be computed and used as a com- <br />parison to the discharge in the floodplain study, <br />Other methocs such as Techniques for Estimat- <br />ing Regional Flood Characteristics of Small Ru' <br />ral Watersheds in the Plains Region of Eastern <br />Colorado (WRIR 87-4094), Estimation of Natu- <br />ral Stream!low Characteristics in Western Colo- <br />rado (WRIR 85-4086), or Streamt!ow Charac- <br />teristics Rel.lted to Channel Geometry of <br />Streams in Western United States (WSP 2193) <br />may also be 1I sed for comparison as appropriate, <br />Comparison rf 110w rates from similar adjoining <br />watersheds al:;o can bc reviewed. <br /> <br />Any technical questions identified by the <br />primary reviewer will be noted on original cop- <br />ies of the inbrmatlOn received, and then sum- <br />marized in our report. Technical questions will <br />be noted, eSf'ecially when problems appear to <br />exist that wOlld cause a finding of significant <br />discrepancy, <br /> <br />Parsons 10.'; will prepare a floodplain infor- <br />mation report and a memo to CWCB staff sum- <br />marizing the pertinent information about the re- <br />VIew. <br /> <br />AVt\lLABIL.lTY OF FIRM AND <br />PROJECT TEAM <br /> <br />Parsons FS hydraulic engineers currently <br />have nine projects that are varying in percent <br />complete from 20 to 85 percent. One additional <br />project is about to start, Because no single engI- <br />neer can work full time 011 the CWCB project. <br />we have formulated a strategy to use a team of <br />engineers to assure availabIlity of hydraulic en- <br />gineers to conduct tile CWeR reviews and meet <br />the desired time sch",dule. <br /> <br />At least t1rce experienced hydrologic and <br />hydraulic engineers will be available part-time <br />to pelform the expected four to six floodplain <br /> <br />---..-...-- <br /> <br />-- <br /> <br />-1 <br /> <br />2-5 <br /> <br />~PARSONS <br />
