<br />Qf/alillcalio".f!!r lhe Colorado Water Conservaliol1 Board <br />- <br /> <br />_i_____. <br /> <br />_0 <br /> <br />-- <br /> <br />SECTION 2 <br /> <br />PROPOSED APPROACH <br /> <br />PI~OJECT TEAM <br /> <br />A team of one principal in charge, one proj- <br />ect manager, and three hydraulic engineers is <br />proposed for the CWCB project. The project <br />manager and hydraulic engineers have func- <br />tioned over the past three years in man y of the <br />same roles required for the CWCB project. In <br />particular, they have become proficient at per- <br />forming numerous small projects involving hy' <br />drologic and hydraulic evaluations and flood- <br />plain reviews. <br /> <br />The team has not only worked together on <br />previous successful projects, but also has re- <br />ceived recognition for their high quality of work <br />from clients. Letters of commendation are in- <br />cluded in Appendix A, The combined water- <br />resources-related experience of this team is over <br />70 years. Brief descriptions of the team's roles <br />and backgrounds are listed below. Resumes for <br />the project team members are included in Ap- <br />pendix A. <br /> <br />Lloyd J. Gronning, P.E., Principal-in- <br />Charge <br /> <br />The principal-in-charge will be Lloyd Gron- <br />ning, P,E, who has provided consulting services <br />to the CWCB in the past, and just recently <br />joined Parsons ES, His role for this project will <br />be to monitor the overall progress, and to assure <br />that Parsons ES's commitments are met. <br /> <br />Mr. Gronning is currently the Engineering <br />and Environmental Services Department Man- <br />ager for the Denver office, He has served for <br />over 20 years as president of his own engineer- <br />ing company and as principal of another com- <br />pany, He has more than 25 years experience in <br />water and wastewater planning and manage- <br />ment. This includes municipal water supply de- <br />velopment and operations; water rights; valua- <br /> <br />tion and acquisition of water supplies; appro, <br />priation of "ater rights; hydropower develop- <br />ment: river basin studies: watershed manage- <br />ment: economic. environmental, and permitting <br />studies; design of raw water facilities; and <br />wastewater naster plans and regionalization <br />studies. <br /> <br />Gar~' L.. Lewis, Ph.D., P.E., Project <br />Manager <br /> <br />Gary Lewis will serve as the project manager <br />for the CWCl3 project. His role will be to es- <br />tablish all pwcedures for reviews of the flood- <br />plain studies, train the staff in conducting the <br />reviews, receive assignments from CWCB. es- <br />tablish budgets and schedules for completion of <br />each, assign ::he initial reviews to up to three <br />project cngilH,ers, review the results with each <br />project engineer, and provide the final overview <br />of the completed review and draft report, <br /> <br />Dr. Lewis's background includes over 38 <br />years expcrieace in hydrologic and hydraulic <br />evaluations of local floodplains, StaJ1ing in <br />1962, he developed the original regression <br />equations used in Montana for highway bridge <br />designs and FEMA floodplain evaluations, His <br />1972 doctoral thesis involved hvdraulic evalua- <br />tions of bridged walerways, In ~1975, he devel- <br />oped the prot)Col for all of Nebraska's FEMA <br />studi,cs, and h ,s subsequent 28 years of teaching <br />and consulting has mvolved work on thousands <br />of floodplain evaluations, and reviews of thou- <br />sands of evaluations completed by others, <br /> <br />As evidenc ed by his writing and publication <br />record. Mr. Lewis has developed his writing <br />skills over the years and has mastered the ability <br />to concisely report technical topics to his clients <br />and colleague;, Ha ving worked in supervisory <br />positions in five different major consulting <br />fimls, he has experienced Just about every type <br /> <br />m-17W).doL' <br /> <br />2-1 <br /> <br />----- <br /> <br />. <br />~PARSDNS <br />
