<br />= <br /> <br />I,. <br />I- <br />I <br />I <br />I <br />I <br />I <br />I-- <br />I', <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Alamosa City, Alamosa County and State officials discussed the <br />most practical means by which the two local governments could <br />deal with the potential for flooding posed by the existing <br />levees should the Rio Grande continue to have high flows. The <br />CWCB and DOH suggested that the City and County consider using <br />the CDBG grant to begin a flood control project and ask for <br />further assistance from the State and Federal governments. The <br />City and County officials agreed to the idea of a flood control <br />project and a second meeting was set up to invite the <br />Department of Local Affairs (DOLA) and the Army Corps of <br />Engineers to discuss the feasibility of a project and how to <br />finance it. <br /> <br />On September 25, 1985, a follow up to the August 23rd meeting <br />was conducted in Alamosa to discuss the direction the City and <br />County would take in regards to the flooding potential within <br />and around the City. <br /> <br />Alamosa City and County officials indicated they were prepared <br />to divert their CDBG project funds if the State and Federal <br />officials would ~~sist in financing future portions of the <br />project. DOLA indicated that they would assist in the <br />administrative procedures for Shifting the funds to the flood <br />project. <br /> <br />The Corps of Engineers r~presentative stated that their <br />involvement at the beginning would be technical assistance and <br />perhaps some preliminary studies to evaluate the potential for <br />a future Corps project. FOllowing this meeting, elected <br />officials of Alamosa City and Alamosa County pooled their <br />resources and in a joint effort authorized a number of positive <br />action items to alleviate the future flood threat. The CWCB was <br />asked to assist in the selection of a firm to conduct a <br />reconnaissance study of the Alamosa flood project. <br /> <br />4.l. 4 <br /> <br />Reconnaissance Report, Muller Engineering 1985 <br /> <br />On September 30, 1985, the Colorado Water Conservation Board <br />assisted Alamosa City and County officials in selecting Muller <br />Engineering Company, Inc., to conduct a reconnaissance level <br />investigation and develop viable structural measures to lessen <br />the erosion and flooding problems along the Rio Grande at <br />Alamosa and surrounding areas. The study included the <br />following work scope: <br /> <br />a. Visit the site to become familiar with the current <br />conditions of the existing levee system and the community. <br /> <br />b. Identify and record the flood history and hydrology of the <br />area. <br /> <br />-10- <br />
