<br />I <br />1-. <br />I- <br />I <br />I <br />I <br />I <br />I <br />-1'- <br />I. <br />I <br />I <br />I <br />I <br />I <br />1 <br />I' <br />I <br />I <br /> <br />1.0 PURPOSE <br /> <br />The purposes of this report are: <br /> <br />o To evaluate and present the efforts of all agencies <br />involved in the Alamosa Flood Control Project. <br /> <br />o To take a chronological look at the steps taken from the <br />initial flood impact of 1985 to the present date. <br /> <br />o <br /> <br />To evaluate the emergency work completed under <br />Governor's Emergency Fund assistance during 1985. <br /> <br />the <br /> <br />o To evaluate the 1987 Cleaning of irrigation channels and <br />the effects of releasing excess flood waters into San Luis <br />Lake. <br /> <br />o <br /> <br />To prepare documentation of <br />control activitie~ for cost <br />Corps of Engineers. <br /> <br />the State and local <br />Sharing with the U.S. <br /> <br />flood <br />Army <br /> <br />2.0 PROJECT AREA <br /> <br />2.1 Alamosa County <br /> <br />Alamosa County, comprising an area of' about 719 square miles, <br />is located in south central Colorado. The County is almost <br />level and has an elevation of approximately 7,500 feet except <br />for the extreme eastern part. The eastern edge includes a small <br />part of the Sangre de Cristo Mountain range and rises to an <br />elevation of about 11,060 feet. Located in the San Luis <br />Valley, Alamosa County is drained by the Rio Grande and its <br />tributaries. <br /> <br />The sun shines at least part of each day for 360 days a year, <br />wi th an average temperature of 64.60 F in July and 16.60 F in <br />January. Annual mean temperature is 41.90 F. Average <br />precipitation, including winter snows and summer showers, has <br />been about, 5-1/2 inches. The maximum 14-hour precipitation <br />recorded at Alamosa is 1.78 inches. Average annual snowfall at <br />Alamosa is 22.8 inches. During the winter months there is <br />heavy snowfall in the upper mountainous area of the watershed. <br /> <br />2.2 The Rio Grande <br /> <br />The Rio Grande, one of the principal streams in the <br />southwestern United States, is an interstate and internat iona 1 <br />ri ver. From its source on the eastern slopes of the Rocky <br />Mountains in south central Colorado, the Rio Grande flows <br />eastward for about 150 miles to A1amosa and then southward to <br />the Colorado-New Mexico State Line, through New Mexico and El <br />Paso, Texas, where it becomes the International Boundary <br />between the United States and Mexico. <br /> <br />-1- <br />
