<br /> <br />lL.I: <br /> <br />January/1983 <br /> <br />CPG 1-33 <br /> <br />DIIID <br /> <br />Saving lives and protecting property - that's what our <br />business is all about. <br /> <br />Every year, untold lives are lost and millions of dollars in <br />property are damaged as a result of floods, hazardous <br />materials incidents, tornadoes, and the like. <br /> <br />We need to do a better job at all levels of government to <br />limit the impact of these potential occurrences. There are <br />many mitigation, preparedness, and planning activities that <br />could be undertaken but so few resources available. A key <br />question becomes - Where to start? <br /> <br />The Federal Emergency Management Agency (FEMA) has <br />developed the Hazard Identification, Capability Assess- <br />ment, and Multi-Year Development Plan as a tool for <br />sorting out where we are today and where we should be <br />going tomorrow and beyond - What significant hazards <br />should we be worrying about? What are our capabilities? <br />Where should we be focusing our energies to get the big- <br />gest return on the dollar? <br /> <br />This common-sense approach to taking stock of the situa- <br />tion will provide grassroots information for identifying real <br />needs and preparing FEMA budget requests more respon- <br />sive to these needs. <br /> <br />If we are to reduce the number of lives lost and the <br />amount of property damaged, we must all make some <br />hard decisions concerning the most effective use of limited <br />resources. While national priorities will remain an impor- <br />tant factor at the Federal level, these decisions must reflect <br />local problems, needs, and plans for the future. For this <br />reason, I ask for full cooperation in completing the <br />Hazard Identification, Capability Assessment, and Multi- <br />Year Development Plan. ~ r!J ~~ <br /> <br /> <br />Louis O.
