<br /> <br />Federal Emergency Management Agency <br />Washington, D.C. 20472 <br /> <br />MAR I 1 1986 <br /> <br />Dear Mr. President: <br /> <br />In response to Section l302(c) of the National Flood Insurance <br />Act of 1968 (P. L. 90-448), I am pleased to commend to you for <br />transmission to the Congress the report "A Unified National <br />Program for Floodplain Management." This report updates a <br />1979 report of the same title concurred in by the eight cabinet <br />level agencies constituting the Water Resources Council and <br />forwarded to the Congress. The report sets forth a conceptual <br />framework and identifies strategies fundamental to implementing <br />a balanced approach to floodplain management. It appraises the <br />implementation of current programs and recommends Federal and <br />State and local actions needed to achieve a unified program of <br />planning and action at all levels of government to reduce flood <br />losses and losses of floodplain natural values. The revised <br />report has been prepared by the Interagency Task Force on <br />Floodplain Management, concurred in by member agencies, and has <br />benefited from the advice and suggestions of recognized authorities <br />in the field of floodplain management. <br /> <br />Respectfully, <br /> <br /> <br />The President <br />The White House <br />Washington, D.C. 20500 <br /> <br />Enclosures <br /> <br />i <br />
