447.

Mr. Crawford: "The request for additional funds is to take
care of surveys in the drought areas.
Is that correct?"

Mr. Mclaughlin: "Yes."

I

Mr. Moses:

"We have had complaints because of the fact
there is no enforcement regardinG water
well laws. I don't see anythiog in. the
budget regarding ~nforcerilent people.""

Mr. Crawford: "I think Mr. Moses has a point, but we do not
have the people to do this policing and
enforcement. "

Mr. Dille: "Could this be taken away from the Board?"

Mr. Moses: "I don't think it is the function of a
policy-making board to police. However,
we are being criticized because unlicensed
men arEj drilling wells. I am getting
repeated complaints, and think there should
be something in the budget to take care of
enforcement. I don't know if this situation
exists any place other than the San Luis
Valley. Vie have had much trouble about
formation of districts and about policing.".

Mr. Beaty: "Do well drillers turn in a log?"

Mr. Cr:awford: "Yes, we get good cooperation from the well
drillers. II

Mr~ Moses: "I would like to make a motion that there be
incluqed in the budget sufficient money
for p€lrsomlel to insure the Board f s com-
pliance with all ~~e provisions of the
Well Drillers I Law. '~

There was no second to this Motion.

I

Mr. Crawford: "Last year, we tried to get a bill through for
$8,000 ,so that we might start- on the formation
of ,districts. We estimate that to do this
properly and to police the Act would take
$16,000.""
