This hurt us and will take much hard <br />work to refute. I think there will be a conservancy <br />district formed cover.ing the Arkansas Valley. This <br />will establish stability and give continuity of <br />effort. California is making a real attempt to have <br />Colorado become a party to the suit. <br /> <br />In the Arkansas Valley, we have never experie~ced so <br />much public resentment as in this temporary holdup of <br />the Fryingpan-Arkansas Project.
