Each of these sets of
demonstration projects was funded from an initial allocation of $500,000. We are still
working with at least eight of the projects that are not yet complete.

Following our November meeting, I raised the question of emphasizing either the
municipal or agricultural/multipurpose demonstration projects with representatives of
both the Water Congress and environmental groups. However, these discussions were
inconclusive. I would like to put additional thought and effort into this assessment, but
was not been able to do so in time for this meeting.

Recommendation: I recommend that the Board defer action on this question
until later this year. There does not appear to be any need for immediate action and we
need additional time (and staff) to continue our inquiry and provide a more substantive
basis for the Board's decision.

L:/boardmemlJan99/16(b ).doc
