\

NEGOTIATIONS WITH THE RUED! WATER AND POWER AUTHORITY

e

The CWCB is currently negotiating with the Ruedi Water and Power Authority (RWAPA) for
the provision of consultant oversight services. The staff of R W AP A will serve as a local (in the
Roaring Fork valley) point of contact and oversight for the engineering consultant's work on the
Multi-Objective Planning Project. Their staff will attend meetings, contact appropriate local
entities and individuals, and disseminate and collect information pertinent to the project. The
staff of RWAPA will assist CWCB staff in seeing the project through to completion.

R W AP A, CWCB staff, and the Attorney General's office have reviewed the draft Memorandum
of Understanding (MOU). Currently, RWAPA's attorney is reviewing the draft MOU. The
current hope is that the MOU can be finalized and then circulated to the various signatories
during the first two weeks in May 1998. If that process goes smoothly, the approved MOU can
be presented to RW APA at their May 14, 1998 board meeting.

NEGOTIATIONS WITH THE TOWN OF BASALT

The CWCB is providing $20,000 toward a $30,000 study being undertaken by the Town of
Basalt. It is a more geographically specific project, and the "work plan" details more engineering
study than the Multi-Objective Planning Project. It will address a particular portion of the
Roaring Fork River within the Town of Basalt. The Basalt study findings will be incorporated
into the basin-wide investigation.

The Town of Basalt has reviewed and approved a draft MOU between the CWCB and the town. -
In addition, the town has just finalized a contract with McLaughlin Water Engineers to perform ..
the engineering work. The Attorney General's office and the CWCB staff will finalize the MOU.
lt will then be sent to the town for signatures, with McLaughlin contract attached. Hopefully, the
Basalt MOU will be in affect by mid-May.

Future Status Renorts

As the above contracts and MOO's are approved, actual engineering work will begin. The staff
will continue updating the Board as work tasks are completed, both on the Multi-Objective
Planning Project, and on the Basalt project. On local projects, most of the work will be
performed during the sununer and fall of 1998, and the winter of 1998-1999.

e
