<br />~ 'r~' ,'" '""' <br /> <br />'. , Phvs,ical Protect'i'on <br /> <br />Description of Program Area <br /> <br />Staff monitors and protects all of the Board's appropriated and acquired instream flow and natural <br />lake level water rights. This responsibility is accomplished primarily by 1) monitoring stream flow conditions <br />to ensure that appropriated flows are being met and administered within the state's prior appropriation <br />system, and 2) enforcing protective terms and conditions as outlined in decrees, stipulations and <br />agreements. The Board staff works closely with the State and Division Engineers to identify critical <br />instream flow reaches for water administration. Staff monitors streamflows utilizing a variety of tools and <br />technologies. In the event a low flow condition is identified, staff investigates the factual situation and takes <br />appropriate action which may include requesting enforcement of existing stipulations or seeking <br />administration by placing a formal call for the Board's water right. <br /> <br />Program Applications <br /> <br />~ Develop and monitor agreements with <br />Colorado Ski Areas to protect winter <br />instream flows and allow compliance with <br />federal permits. <br /> <br />~ Place administrative calls for water. <br /> <br />~ Track and enforce protective terms and <br />conditions required by stipulations, decrees <br />and agreements using SLP Section <br />databases. <br /> <br />~ Monitor winter stream flows utilizing Dye <br />Dilution technologies developed in <br />cooperation with USGS. <br /> <br />~ Monitor instream flows on critical reaches <br />using the "Real Time" Alert System. <br /> <br />~ Develop additional methods within the ISF <br />Decision Support System to enhance <br />remote monitoring of ISF water rights. <br /> <br />~ Develop protocol with DWR and USGS for <br />utilization of Acoustic Doppler Current <br />profilers to increase gaging accuracy and <br />reduce the time required for O&M. <br /> <br />Issues and Challenges <br /> <br />~ Monitoring winter instream flows. <br /> <br />~ Identification <br />instream flow <br />administration. <br /> <br />and prioritization of <br />reaches for water <br /> <br />~ Addressing lack of funding and <br />personnel for operation and maintenance <br />of gages. <br /> <br />~ Minimize loss of federally operated <br />gages in the state. <br /> <br />~ Installation of additional gages. <br /> <br />~ Education and outreach. <br />
