Dear Mr. Serlet:

The design of the Woods Lake Dam Rehabilitation has been completed by our engineer. Smith
Geotechnical. We have revised the estimated cost to complete the work as follows.

See the aaaehed table for a breakdown of the estimated construction costs. The revised construction costs
are due to changes required by the State Engineer that were unknown when the project started and due to
relocation of the spillway. The revised engineering and surveying costs are based on changes to date due
to revisions required to the spillway and outlet works and additional surveying due to relocation of the
spillway, The "New Irrigation Pump Strucmre" is to relocate the current irrigation pump suucmre located
in the dam to a location removed from the dam at the request of the State Engineer. A more detailed
explanation of the changes is summarized later in this letter.

A summary of the costs as outlined in the "Feasibility Study" dated January 24, 1997 and the current cost
projections is as follows.
