North Platte and possibly Republican
South Platte River, North Platte River and Republican Rivers including aU
tributaries and major groundwater aquifers.

Project Name:
Project Type:
Counties:
Drainage Basin:
Water Source:

Amount of Grant Request in FY2001-2002: $ 2,000,000
Estimated Total Project Cost: $ 14,658,000

The CWCB acting through their Water Supply Protection Section and in coordination with the CDWR is
currently conducting a feasibility level study to identify the purposes for, uses of, users, model components,
data bases and data requirements, costs and schedule for developing SPDSS. The Feasibility Study will
identify a preferred alternative that meets water user needs and has the best probability of success. The
preferred alternative becomes the "road map" that will guide SPDSS development over the next several
years. This grant request is for funding to ''jump-start'' the collection of data for SPDSS without which
model development can not proceed in an efficient manner. A draft data collection report dated December
2000 is available to guide the early data collection efforts and well be finalized prior to any expenditure of
funds.

The overall purpose of SPDSS is to provide state officials and water users with a creditable and efficient set
of tools with which to plan, develop and manage the water resources in the South Platte, North Platte and
possibly the Republican River Basins. Based on the Colorado River Decision Support System (completed)
and the Rio Grande Decision Support System (nearing completion), SPDSS is envisioned to be a data
centered system and include surface and groundw~ter models, a consumptive use model. an overall water
budget model, and water right administration and analytical tools. The project when completed will improve
water management and development opportunities throughout the basins. SPDSS well allow better
coordination between: ground water recharge and storage projects, water right and South Platte River
Compact administration, and identification of opportunities ro benefit biological species of concern in
Colorado and participation in the Platte River Cooperative Agreement. These data and tools are of statewide
interest and should be developed in a timely fashion. An Advisory Committee has been established to help
guide both the Feasibility Study and development of SPDSS. Funding from this grant will allow the CWCB
and CDWR to begin collecting the necessary data prior to any model development. A Preliminary Draft
Feasibility Study will be available in March 200 I and the final Feasibility Study completed by September
2001. SPDSS development is envisioned to take approximately 6-years to complete and require between
$1,000.000 and $4,000.000 annually.

Please see the reverse side of this page for a map of the project location,

Flood Protection.
