<br />t' <br /> <br />Bureau of Reclamation and the Westem Water Initiative <br /> <br />The budget request is for $878M. This request includes $863M in current appropriations to support <br />Reclamation's water resources management program ancl $15M for the California Bay-Delta <br />Restoration account. . <br /> <br />The Administration is proposing a new, $IIM Western Water Initiative. The initiative has four key <br />elements-to develop pilot projects that clemonstrate how improved water management can prevent <br />water conflicts in the West; to expand the use science toireduce the cost of water desalination and <br />waste disposal; to facilitate collaborative water management efforts that address environmental needs <br />on a basin-wide scale; and to train Reclamation employ~es to help them better carry out the <br />Endangered Species Act. <br /> <br />Overall, the Reclamation request would provide: <br /> <br />. $771M for water and related resources, <br />. $348M for facility operation, maintenance, ancl rehabilitation - of which $71M is targeted for <br />the Dam Safetv Program. <br />. $463M for Water and Energy Management ancl Development, Fish and Wildlife Management <br />and Development, and Land Management and Development, and includes funds for a Western <br />Water Initiative. <br /> <br />The Water and Related Resources account includes: <br /> <br />. $58M for the Animas-La Proiect. <br />. $24M for the Central Valley Proiect. <br />. $20M for the Klamath Project in Oregon and Ca)ifomia. <br />. $34M for the Central Arizona Proiect. . <br />. $17M for the Middle Rio Grande Proiect in New Mexico to continue ESA related activities. <br />. $28M to provide for security at various Reclamation sites. <br />. $15M for the California Bav-Delta Restoration account. <br />. $39M to manage and improve California's Central Valley Project (CVP) through the Central <br />Valley Project Restoration Fund, which is financed by collections from CVP water and power <br />users. <br />. $56M for agency-wide policy formulation and aiJministrative responsibilities. <br /> <br />Corns of Engineers <br /> <br />The $3.82B request is less than the $4.l7B FY2003 request or the $4.5B FY2002 spending level. The <br />Congress is currently considering FY2003 spending with $4.54B-$4.6B for the Corps. The request for <br />operation and maintenance of Corps projects is $1.94B,ithe request for construction is $1.35B, and the <br />request for general investigation funds is $11 OM. The President is also asking for $8M for aquatic <br />ecosystem restoration, environmental improvements an~ project modifications. <br /> <br />Snow Survev and Water Suoolv Forecasting <br /> <br />The budget request of the Natural Resources Conservation Service's snow survey program is $8.82M, <br />clown from the $9.lM requested for FY2003. <br /> <br />U.S. Geological Survev <br /> <br />The request for water resources programs is just over $200M, or $22.3M more than the FY2003 <br />request, but $6.3M less than FY2002 funding. This incl4des $64.5M for the Cooperative Water <br />Program. Another $14.4M is budgetecl for the National :Streamflow Information Program (NSIP), up <br />slightly.
