<br />However, with predictions that drought conditions will likely persist, and with reservoir storage
<br />unlikely to significantly improve, streamflow shortages can be expected once again this summer.
<br />
<br />Last year, low streamflow conditions presented the CWCB with numerous challenges in protecting its
<br />relatively junior ISF rights. However, coordination with the Division of Water Resources, Division of
<br />Wildlife, and other entities, enabled the Board to maintain reasonable protection for its ISF rights;
<br />generate creative solutions to some supply problems; and develop enhanced coordination efforts to
<br />help identify problems and attempt to generate solutions. It is anticipated, that this summer will again
<br />present numerous challenges for ISF protection and monitoring as a result of the drought. However,
<br />staff is confident that it will be able to address issues as they arise and provide balanced solutions.
<br />
<br />Stream Gaging Symposium: The Division of Water Resource along with the USGS and the CWCB
<br />will be hosting the second Stream Gaging Symposium on May 7, Topics for the Symposium will
<br />include discussion on the drought, burn area activity, CWCB projects, streamgaging activity,
<br />technology, and user feedback, A newsletter with registration information and forms will be available
<br />at the Board meeting,

<br />Water Quantity Coordinatiou Meeting: Representatives from the CWCB, SEO, WQCC, WQCD,
<br />and DOA met on March 3, Per HB 92-1200, this group meets quarterly for the purpose of improving
<br />integration of water quality and water quantity considerations, Typically, the group discusses
<br />emerging patterns in the SB89-18l "consultation process" and other long-range concerns relative to
<br />water quality regulation, administration of water rights and water development opportunities.

<br />Topics of discussion included the Town of Avondale's emergency substitute water supply plan,
<br />Miccosukee lawsuit in Florida and potential consequences for Western States transmountain
<br />diversions, pending WQ- WQ related legislation, the WQCC March 12,2003 briefing of House-Senate
<br />Joint Ag Committee, and follow up on the implementation ofS.B. 2002-87 - Colorado Watershed
<br />Protection Fund, Meeting summary is attached for your review.

<br />Rio Blanco Restoration Project: On behalf of the San Juan Water Conservancy District (SJWCD),
<br />the CWCB staff filed a request for approval of a Nationwide Permit 27 (NWP-27 in lieu of Section 404
<br />Permit) from the Corps for the Rio Blanco Restoration and Fish Habitat Enhancement Project
<br />(Project). The SJWCD has made several arrangements with various agencies and contractors in order
