2. Mission

I hereby direct the Department of Natural Resources, the Department of Agriculture and any
other state agency that may prove helpful with this project, to take measures necessary to .
eradicate tamarisk on public lands within ten years of this Executive Order.

State agencies participating in this project shall designate a point of contact to coordinate
tamarisk assessment and removal efforts, and to identify necessary funding sources.

The Department of Natural Resources shall coordinate these efforts and, within one year of the
effective date of this order, shall submit a report to the Governor's Office outlining a viable
plan to achieve the eradication of tamarisk in Colorado within ten years.

3. Duration

This Executive Order shall remain in effect until modified or rescinded by Executive Order.

GOCO Water Acquisition Update: Great Outdoors Colorado has noticed its intent to initiate new
rules. This will be GOCO's first rulemaking effort. As ~dentified in the GOCO Rulemaking Notice,
"The purpose of developing rules is to establish procedUres to facilitate:

. Investment expenditures GOCO are directed to make in the wildlife resources of Colorado
through the Colorado Division of Wildlife.

. Investment expenditures GOCO is directed ito make in the outdoor recreation resources of .
Colorado through the Colorado Division of:Parks and Outdoor Recreation (Colorado State
Parks.)

. Competitive grant expenditures to Colorado State Parks, the Colorado Division of Wildlife,
counties, municipalities, or other political subdivisions of the state, or nonprofit land
conservation organizations to identify, acquire and manage unique open space and natural
areas of statewide significance.

. Competitive matching grant expenditures tQ local governments and other qualified entities
to acquire, develop, or manage open lands ahd parks."

The hearing will be held on April 4. Additional information is available on the GOCO web site at

The CWCB Stream and Lake Protection Section Staffwill monitor the rulemaking process and will
work closely with the Division of Parks and the Division of Wildlife to explore opportunities for
cooperation on instream flow related issues.

Instream Flow and Natural Lake Level Recommendation Workshop Summary: On Feb. 18 we
held our annual Instream Flow and Natural Lake Level!Recommendation Workshop. This workshop
provided an opportunity for any person, agency or orgapization to recommend stream reaches or
natural lakes to the CWCB for inclusion into the Instrellm Flow and Natural Lake Level Program
(program).

All the workshop participants received Water Division 'Tabulations listing streams and lakes under .
consideration for field data collection. These Tabulations and lists are available on the CWCB Web
