<br />. <br /> <br />. <br /> <br />. <br /> <br />INSTREAM FLOW MITIGATION PLAN <br />ECHO MOUNTAIN SKI AND BOARDING PARK <br />CASE NO. 04CW 323, DIVISION 1 <br /> <br />1.0 INTRODUCTION <br /> <br />EMJ Squaw Pass. LLC (Applicant) plans to open Echo Mountain, a winter skiing and <br />snowboard park located within the Warren Gulch watershed, tributary to Clear Creek, <br />approximately 4.0 miles south of Idaho Springs (see Figure 1). The ski and boarding <br />pari< is located at the site of the historic Squaw Pass Ski Area that was operated from <br />1963 through 1975. The Applicant is in the process of installing a new ski lift. skier <br />services facilities, on-site ponds and a snowmaking system. The park is scheduled to <br />open late December 2005 or early 2006. <br /> <br />Water supplies for Echo Mountain will originate from a series of ground water wells and <br />two on.site ponds totaling 5.5 acre feet (AF) in capacity. The ponds will be filled by the <br />wells and will operate together to provide the necessary snowmaking and domestic <br />water supply. <br /> <br />In December 2004 the Applicant filed a series of water court applications including a <br />water right plan for augmentation in Case Nos. O4CW322, 04CW323 and O4CW324, <br />Water Division No.1. Under the plan for augmentation the Applicant proposes to utilize <br />a combination of transbasin water (Vidler Tunnel), non-tributary water (Henderson Mine) <br />and both on-site and off-site storage to timely replace expected stream depletions. In <br />addition to the plan for augmentation the Applicant has requested the State Engineer to <br />approve a temporary Substitute Water Supply Plan (SWSP) for the 2005/2006 <br />operations. This was necessary as the proposed plan for augmentation will not be <br />decreed in advance of Echo Mountain's initial season. <br /> <br />2,0 CWCB STATEMENT OF OPPOSITION <br /> <br />The Colorado Water Conservation Board (CWCS) filed a Statement of Opposition to <br />Echo Mountain's plan for augmentation filed in Case No. 04CW323.
