. .

.

.
J

.
()

,

impacted by the river and operation of the dam have a wide variety of needs and concerns which
at times are in conflict with each other.

The Secretary has been mandated to operate the dam and regulate the river in such a manner as to
meet the many and various statutory goals mandated by the Congress while striking a balance
with respect to the interests of the stakeholders and protecting the many downstream resources.
The AMWG makes it possible for the Secretary to bring all these various interests to a consensus
so he can strike a wise balance on how the dam should be operated. The EIS process has
resolved among the stakehol~rs that formation of an advisory committee is the best, sirice no
other cominittee currently exists and perhaps the only, way for the Secretary to achieve these
policies and to implement the above requirements. The AMWG will provide a forum to
coordinate broad-based interests in inaking recommendations to assist the Secretary in the
decisionmaking process for modifying operations of Glen Canyon Dam in order to meet the
requirements set fonh in the Grand Canyon Protection Act (Act) of October 30, 1992 (public
Law 102-575), and to foUow the recommendations of the Operation ofOlen Canyon Dam FmaI
Environmental~l'lI.ct Statement (EIS).
