<br />I <br /> <br />I <br /> <br />Mr. Sparks: The purpose of identifying floodplains in the first place <br />is to prohibit that type of thing from occurring. Once you have <br />identified the floodplains then you attach restrictions to their use <br />to prevent bridges from causing flooding. <br /> <br />Mr. Benton: Another question, Larry. Could this have any conceivable <br />effect on the disposition of the spent shale over there in the west <br />end of Garfield County? <br /> <br />Mr. Sparks: It could have some effect upon any activity within a flood- <br />plain, assuming it is within an area and has been designated as a flood- <br />plain. The vast majority of the floodplains in Colorado will never <br />come under this category because they do not present a foreseeable <br />hazard. We have thousands of miles of floodplains in national forests, <br />BUM lands, and others that are not likely to present any foreseeable <br />hazard. It is only in an area where we can foresee development that <br />we are talking about. But as time goes on that area is obviously going <br />to change. There is no way we can delineate all the flood hazard areas <br />by 1976 or by the year 2076. The pattern of growth will continue to <br />change. It will be a continuing problem. <br /> <br />Mr. Fetcher: Larry, it is my understanding that this proposed regula- <br />tion is due by the end of this month. Is that what you say in this <br />letter? <br /> <br />Mr. Sparks: Yes, I hadn't got to that yet, John. I was only talking <br />to the method for applying for assistance. <br /> <br />There are two things that have to be done in connection with the flood- <br />plain problem. One, is the identification of the floodplain. That 111 <br />a very large and expensive task. The second is the regulation of the <br />fioodplains after they are identified. That is what the proposed <br />regulation is for. So there are two separate steps which have to be <br />gone through. One, the identification, second, the regulation. <br /> <br />Mr. Fetcher: Well, 1 am ready for that one when you are. <br /> <br />Mr. Kroeger: Larry, on the identification, this will be done with water <br />board assistance? <br /> <br />~. Sparks: Yes. <br /> <br />Mr. Kroeger: Dollar-wise? <br /> <br />Mr. Sparks: Yes. <br /> <br />Mr. Kroeger: When you speak of floodplain mileages you are referring <br />to river mileages, stream mileages. rather than perimeters. Is that <br />right? <br /> <br />Mr. Sparks: Yes, simply linear miles.
