<br />I <br /> <br />I <br /> <br />COLORADO t-1ATER CONSERVATION BOARD MEETING MINUTES <br />Cripple Creek Room, Downtown Holiday Inn <br />Denver, Colorado <br /> <br />September 18, 1974 <br /> <br />The meeting was called to order by Mr. Kroeger, Vice-Chairman, at <br />10:05 a.m. in the absence of Mr. Stapleton, Chairman. <br /> <br />Mr. Kroefer: We will call the board meeting to order. The chairman <br />is out 0 the country at this time, so you will have to put up with me. <br /> <br />The first item on the agenda is the approval of the minutes of the <br />board meeting of June 21, which were mailed out. Are there any connnents? <br /> <br />Mr. Pickrel: Mr. Chairman, I move that the minutes be adopted as sub- <br />mitted. <br /> <br />Mr. Ford: I second it. <br /> <br />Mr. Kroe~er: Hugh Pickrel made the motion that they be approved as <br />mailed out and Lee Ford seconded it. All in favor signify by saying <br />"aye" - opposed, ''no.'' The minutes are ordered approved. <br /> <br />We will move on directly to item numbers 2 and 3, the proposed criteria <br />and procedures for the flood hazard identification and the model flood- <br />plain regulation. Mr. Sparks will take care of this. <br /> <br />Mr. Sparks: Mr. Chairman, I might mention that two board members, <br />Mr. Kuiper and Mr. Ten Eyck, had an appointment at the Governor's <br />office and I expect them here a little later this morning. <br /> <br />The board has already been advised previously about the contents of <br />House Bill 1041, relating to the use of land, as it specifically <br />applies to this board. The particular tasks assigned to this board by <br />that legislation were to promulgate a model floodplain regulation by <br />September 30, 1974, and to assist local governments in identification <br />of the flood hazard areas. This identification is to be accomplished <br />by June 30, 1976. The responsibility for this identification and <br />designation lies with local governments; namely, counties and cities. <br />We are to provide such assistance as they may require. They have to <br />initiate requests for assistance before we can respond. This latter <br />task of trying to identify the floodplains in this state by June 30, <br />1976 is a rather formidable one. There is actually no way that it can <br />be accomplished in detail by that time. We are probably talking about <br />more like a five to ten-year program at least to do the primary iden- <br />tification and then a never-ending program thereafter to keep up with <br />the changes that occur. There was sent to the board a couple of weeks <br />ago our publication entitled "Criteria and Procedures for Flood Hazard <br />tdentification." (See Appendix A). <br /> <br />We have been swamped with requests from the local governments, primarily <br />
