He is the Governor's coordinator for environmental matters <br />and I think he wishes to speak in rp.gard to this. <br /> <br />Senator Bermin~ham: Thank you, Mr. Chairman. This is my first appear- <br />ance betore the board and I am mainly at fault I think for not being <br />here more often. There are so many boards, though I haven't been able <br />to get together with all of them. 1 am convinced that water and the <br />use of it is just about as important as anything in our overall land <br />use schemes in the state. <br /> <br />First, may 1 8Ek a simple more or less introductory infomative question' <br />On these regulations, I have seen your letter to Mr. Arehart suggesting <br />that he distribute them. Have they actually gone out, do you know? <br /> <br />l-f.r. Sparks: I couldn't say. He said he would send them out. Has any- <br />body here received them? <br /> <br />Mr. Wrip,ht: Yes, they went out. <br /> <br />.Senator Bermingh~: Does the board intend to make any changes and make <br />any endorsements of these today? I assume since they have recently <br />gone out that there will be no official action taken on them today. <br /> <br />Mr. S~arks: This is correct. We intend to take no official action. <br />We have requested that local governments submit written comments to us <br />by November 15. <br /> <br />Senator Bermin&ham: The reason 1 asked and one of the reasons 1 am <br />lwre is tnat~l am-sure you are all aware there are a number of other <br />egencies doing similar work, and House Bill 1041 did set a September 30 <br />deadline for your particular agency. You are obviously well ahead of <br />it. If there were to be any other changes we might get some coordina- <br />tion before something went out, but if it is already gone, that is <br />that. <br /> <br />On'regulations generally, one thing that interested me and it was one <br />of my recommendations to the Governor last winter, that we endeavor to <br />develop in the state of Colorado something comparable to what in the <br />federal government is called the code of federal regulations, whether <br />you are dealing with air pollution, water pollution, regulations of <br />this board, regulations of the state engineer, we just have a tremen- <br />soua hodge podge and no easy way for a member of the public to find <br />out l':hat tM regulations are. If they use different definitions there <br />is great confusion and we are developing a request to the EPA to get a <br />full time la~~er at the Health Department working on regulations for <br />air and water quality, which seems to be the area of greatest source of <br />problem at the moment.
