<br />" <br /> <br />Discussion <br /> <br />. <br /> <br />The Division of Parks and Outdoor Recreation is authorized in Section 33-1-105.5 <br />(1)(f) CRS, to receive and expend contributions from local governments as follows. <br /> <br />"Receive and expend grants, gifts, and bequests from any county, municipality, <br />federal agency, water conservation district, metropolitan water district, <br />conservancy district, water user's association, person or corporation made <br />available for the purposes for which the Board is authorized. The Board may <br />provide matchingfunds whenfunds are available on such basis. The Board shall <br />provide such information as may be required in order to secure such funds. The <br />receipt and expenditure of money so received by the Board shall be reported to <br />the Executive Director of the Department of Natural Resources prior to the time <br />of submission of the Board's annual budget requests." <br /> <br />Recommendation <br /> <br />I recommend that the Board authorize the staff to work with the Controller's <br />Office to draft an appropriate change to statutory language, similar to the paragraph <br />below, for consideration by the General Assembly, for the purpose of adding spending <br />authority for cooperative studies and investigations. This could be accomplished by an <br />amendment to the FY 98 Construction Fund Bill, lIB 98-1189, provided the sponsors <br />agree. <br /> <br />. <br /> <br />Contributions of money may be received AND EXPENDED from any county, <br />municipality, federal agency, water conservation district, metropolitan water <br />district, conservancy district, water users' association, person, or corporation for <br />use in making investigations, contracting projects, or otherwise carrying out the <br />purposes of sections 37-60-119 to 37-60-122. <br /> <br />980112A.DOC <br /> <br />. <br />
