Walcher <br />Executive Director <br /> <br />FROM: <br /> <br />Bruce Johnson, P.E. <br />Mike Serlet, P.E., Chief <br />Water Supply Planning and Finance Section <br /> <br />Rod Kuharich <br />CWCB Director <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />DATE: <br /> <br />November 7,2003 <br /> <br />SUBJECT: Agenda Item 8b, November 19-21, 2003 Board Meeting <br />Water Supply Planning and Finance Section - New Loans <br />New Cache La Poudre Irrigating Company New Reservoir <br />Construction <br /> <br />Introduction <br /> <br />The New Cache La Poudre Irrigating Company (NCLPIC) is applying for a $7,200,000 loan from the <br />Construction Fund to construct an equalizer reservoir, two additional storage reservoirs, and a <br />pumping station and inter-connecting pipeline, in order to address storage and operational deficiencies <br />in its system. In addition, the reservoirs will enhance groundwater augmentation plans currently being <br />developed by NCLPIC. The estimated total cost of the project is $9,542,000. Please see the attached <br />project summary and map. <br /> <br />Backqround <br /> <br />The NCLPIC currently provides irrigation water to service approximately 35,000 acres in Larimer <br />and Weld counties. The service area is located immediately north of the Cache La Poudre and <br />South Platte rivers between Windsor and Barnesville. Water is diverted from the Cache La Poudre <br />River by the New Cache Diversion Structure located near Timnath to feed the Greeley NO.2 Ditch. <br />The canal system consists of approximately 50 miles of ditch extending from the river to <br />approximately 11 miles east of Highway 85. All of the water rights that feed the canal system are <br />owned and managed by the NCLPIC, however the canal system itself is owned and managed by <br />three separate companies. The NCLPIC owns and manages approximately 25 miles of ditch from <br />Timnath to a location several miles east of Highway 85. At this point the ditch forks, with the New <br />Cache ditch heading south and the North Side Lateral heading east. The North Side Lateral <br />Company owns and manages approximately 12 miles of ditch extending to near Gill, with the <br />easternmost 11 miles of ditch owned and managed by the North Side Extension Company. <br /> <br />The NCLPIC manages water in the Greeley NO.2 Ditch, delivering approximately 37,500 acre-feet <br />per year. The ditch level fluctuates throughout the irrigation season making it difficult and inefficient <br /> <br />Flood Protection. Water Supply Planning and Finance.
