<br />. <br /> <br />. <br /> <br />. <br /> <br />may prove especially helpful if the pressure to control the size of our government <br />increases. 1 am providing more specific discussion of other legislative proposals of <br />concern to the Board (including the repeal ofOWC sunset provisions) under Agenda Item <br />19, and will not review them here. <br /> <br />STAFF WORKLOAD AND PERFORMANCE REVIEW. We have almost <br />completed our mid-year evaluation of job performance for every CWCB employee (and a <br />revision of their FY99 workplans, when needed). This process has focused attention on <br />two key efforts: <br />· Emphasizing the management and planning responsibilities for each Senior <br />Staff position, and <br />· ClarifYing the responsibilities for each key employee that is assigned to <br />represent the CWCB (or the state) in interstate, interagency or other <br />organizations. <br /> <br />1 have been meeting each week with the Senior Staff and individually with each <br />Section Chief every 1 O~ 15 days to improve our allocation of workload priorities and our <br />accountability. Your staff works very hard, but continues to be frustrated by the nwnber <br />of water-related issues and opportunities that we cannot get to with our current staff and <br />budget. This effort should also contribute a great deal of useful information for our next <br />long range planning review (in 1999?). <br /> <br />PERSONNEL ACTIVITIES. Our effort to fill vacancies within the CWCB <br />staffhas been limited by the capabilities ofDNR's Office ofHwnan Resources. <br />Unfortunately, they have experienced high turnover, including the experts that were <br />. assigned to assist us. We have hired our new Accountant (Linda Fox), who will be <br />joining our staff on January 25, 1999. Bill Stanton has done an excellent job leading the <br />Construction Section staff in preparation for this meeting, in preparing of the <br />Construction Fund and Severance Tax annual report, and in preparation of our 1999 <br />Construction Fund and Severance Tax bill. He is set to transfer into the Office of <br />Conservation Planningiresponsibilities following this meeting. We have also announced <br />the vacancy of our Water Project Construction Loan Program Section Chief position and <br />will immediately begin the recruitment and selection process after this meeting. <br /> <br />Barbara Jenkins has formalized her plans to retire February 26, 1999 after 13 <br />years of service to the CWCB. She plans to spend lots more time with her husband, <br />Leonard in their new mountain home west of Fort Collins. We are going to.trY to smile <br />while we help her celebrate this accomplishment and the beginning of a "new life," but <br />this will be tough. She has helped so many of us for so long (and been so willing and <br />cheerful in the process) that we find it hard to join this "celebration" with a smile on our <br />face! She has been a very loyal and devoted friend and employee and she has contributed <br />to our "office family" in many ways.
