Evans <br />Acting Director, ewes <br /> <br />FROM: <br /> <br />DATE: <br /> <br />19 January, 1999 <br /> <br />RE: <br /> <br />Agenda Item 3b, January 27-28,1999 Board Meeting-- <br />CWCB Director's Report <br /> <br />Since our last meeting, I have focused my efforts on attending interstate meetings, <br />advancing your 1999 legislative agenda, maintaining the momentum behind ongoing <br />projects and investigations and maintaining close coordination with the DNR Executive <br />Director's Office and among our Senior Staff. These responsibilities have led me through <br />the glitter of Las Vegas (for the annual meeting of the Colorado Water Users Association) <br />and the grit of mid-year job performance evaluations and work plan revisions! Despite <br />several key vacancies within our staff, we are struggling to keep the quality of our efforts <br />and the enthusiasm of our staff high. You should even be able to see the results of our <br />efforts to keep our memos shorter for this meeting! <br /> <br />ARKANSAS RIVER COMPACT ADMINISTRATION. On December 7-8, <br />1998 I attended the annual meeting of the Arkansas River Compact Administration. This <br />gave me my first direct exposure to the frustrations of coordinating reservoir operations <br />and accounts with the State of Kansas. However, our team of participants is very strong <br />and I sense an opportunity to reduce current levels of uncertainty and frustration through <br />persistent, open attempts to articulate and resolve both states' concerns. <br /> <br />At this meeting, we spent hours reviewing reservoir operation records, gage <br />records and spreadsheets to account for the storage and delivery of water at Pueblo <br />Reservoir and John Martin Reservoir. The concerns suggested by Kansas could not be <br />resolved immediately, but we agreed to a sequence of meetings to reconcile them. It <br />appears to me that our staff and the Office of the State Engineer will need to put <br />additional effort into this relationship in order to untangle the backlog of unresolved <br />issues. Despite this frustration, however, we were able to accomplish two important <br />items of business. The first was that we agreed on a budget for 1999. The second is that <br />we persuaded Kansas to agree to a short-term amendment of the Trinidad Reservoir <br />Operating Principles to allow the Bureau of Reclamation to test the stock watering <br />proposal presented by the Purgatoire River Water Conservancy District. <br />
