I want to take this opportunity to
follow up on our discussion by inviting you to co-host an informal technical discussion of
those concerns here in Denver.

I am proposing that we jointly convene a small technical discussion to review the
concerns that have been raised, the information available for addressing those concerns,
and to evaluate the potential need to consider additional information or alternative
assumptions. Recognizing that this topic has already raised extensive public controversy,
I also propose that we include a small number of local government representatives and
that the goals of this meeting should be, first, to maintain a strong working relationship
between the State of Colorado and the Corps of Engineers, second, to assure a mutual
understanding of the concerns being raised and, third, to agree on the next steps most
likely to lead to broader public understanding and acceptance of the risk assessment and
any needed corrective measures.

In terms of schedule, I propose that we pick a date in June that fits conveniently
into both your schedule and mine so that we have sufficient time to agree on a list of
technical experts and other participants and to prepare an appropriate agenda and
supporting information, Larry Lang and Bill Miller have already made plans to meet on
May 27, and I would believe they could start that preparation right away.

I willlo'ok forward to your response and your continued assistance in this matter.

Sincerely,

?~~

Peter H.
