<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />, <br /> <br />In light of a Biology Committee recommendation against storing spring peak flows to <br />augment late season base flows, the Team requested some guidance from the Recovery <br />Program's Management Committee regarding the nature and scope of potential water <br />management options the Team should consider. The Team believes the Yampa Plan should <br />acknowledge that some storage options are likely to be developed in the future with or without <br />federal participation. In that context, the Program should continue to serve as a reasonable and <br />prudent alternative to permit such projects to be constructed. <br /> <br />The Team wants the Program to evaluate the potential impacts of future water supply <br />options, However, how the Recovery Program will evaluate these options is still subject to <br />discussion, The Team proposed to follow NEP A requirements for assessing environmental <br />impacts and soliciting public participation. If a NEP A process is not required (i.e., there is no <br />Federal action or the proposed Federal action is exempt from NEP A), less expensive methods <br />may be available to evaluate alternatives. Flow models, such as CROSS and FLO-2D, could <br />provide sufficient information for Program decision-makers to narrow the range of options to be <br />subjected to more critical analysis. A decision about whether NEP A compliance is necessary <br />will be made after the synthesis report is finalized. <br /> <br />11 <br />
