It is longer and covers a broad range of projects and activities <br />because we want you and our key constituencies to see our progress and benefit from the <br />information we gather. As vacant staff positions continue to be filled and our capacity increases <br />to fulfill the Board's responsibilities, these status reports are easier to assemble and they will be <br />given greater priority. Dan McAuliffe has given me a great deal of assistance in preparing this <br />document, as have the rest of our Senior Staff and I owe them great thanks for their hard work. <br /> <br />Agency Management <br /> <br />Board member confirmations: The Senate has confirmed all three new Board members <br />appointed by Governor Owens. Louis Entz of Hooper (representing the Rio Grande basin) and <br />Don Schwindt of Cortez (representing the San Miguel-Dolores/San Juan River basins) were <br />confirmed on April 15. Harold Miskel of Colorado Springs (representing the Arkansas River <br />basin) was confirmed on April 28. <br /> <br />Hiring and organizational chart: I have hired Dan McAuliffe, formerly a DNR <br />Assistant Director, to be my Deputy and promoted Mike Serlet to be the Chief of the Water <br />Project Construction and Planning section, Dan and Mike bring great strength to the Senior <br />Staff, adding their experience, team spirit and enthusiasm. With these actions, all Senior Staff <br />positions are filled and fully engaged and I am confident you will see the benefits very quickly. <br /> <br />Several more vacancies remain to be filled: a Platte River program coordinator; two <br />Colorado River Decision Support System (CROSS) experts; a Construction Fund contract <br />compliance specialist; two additional scientists to support interstate activities and an office <br />manager. As we press on with the hiring of great employees to fill these positions, we also need <br />to prepare for an important period of time in the development of our agency that requires: <br />. closing our budget allocations for the Fiscal Year 1999, which ends June 30, <br />. setting up budget allocations for FY-2000, <br />. evaluating employee performance for FY-99, <br />. planning FY-2000 workload objectives for each employee (which will be the pilot year for <br />the "pay-for-performance" program) and <br /> <br />Flood Protection.
