COLORADO ~iATER CONSERVATION BOARD i~ETING MINUTES
Room 132. State Services Building
Denver, Colorado

I

February 5, 1973

The meeting was called to order by Mr. Stapleton, Chairman, at 10:10
A.M.

Hr. Stapleton:
Colorado ',-1ater
on the agenda.

We will call this regularly scheduled meeting of the
Conservation Board to order. We only have two items

Before we start, Dick Prouty has a piece of information which I think
would be of interest to all of us. Dick.

~tr. Prouty: Thank you, Ben. As you mayor may not know, Bert Hanna,
who covered water and natural resources for the Post for many years,
had a stroke. He is out at Spalding Rehabilitation Center at 1919
Ogden Street. And for those of you who know him, it would be great to
stop by and see him and if you do not ]cnow him so well, drop him a
card. He is partially paralyzed on his right side. He can lift his
arm, but he has no feeling in it. His speech is very impaired. I
can't understand him but he still has that old spirit and drive. He is
still one of God's good creatures. If you can, give him a little pat
on the back to keep him going until he can get himself on the road
again.

Mr. Stapleton: We will certainly do that. Do you know anything about
visiting hours. or do they have such things there?

Mr. Prouty: I don't know, Ben.

. ")
Mr. Feast: They told me any time of the day.

~tr. Stapleton: Well thanks, Dick. Let us all wish him well.

I

We only have two items to discuss on the agenda as Mr. Sparks has out-
lined it. We probably will have some time for discussion of the fed-
eral financing in the President's budget later on, but let us go to
the question of laws that may be pending or introduced in the state
legislature and the proposed constitutional amendment that we dis-
cussed at our January meeting. I hope everyone has something called
Extract from the Constitution of Colorado and then Exhibit A which
is in essence what was discussed at the meeting in January, and
