I don't think there is any way you can amend it to <br />get around section 6 of the constitution. <br /> <br />I <br /> <br />Mr. Geissinqer: You believe then that they are so closely related <br />that you have to consider them together? <br /> <br />Mr. Sparks: Yes. <br /> <br />Mr. Stapleton: I think in further explanation of this motion. that <br />doesn't mean that there won't be amendments that ~~. Sparks will <br />testify in favor of and so forth, but if we waited for all the lawyers <br />to get in agreement with the amendments we would have a continuous <br />meeting all during the legislative session. The resolution is unanimously carried <br />and Larry will carry out those instructions. <br /> <br />The next item on the agenda is the proposed statement of the state of <br />Colorado in connection with the report of the National Water commission. <br />Now for some of you who may not have been ~t the meeting in January, <br />the board had asked that our presentation be postponed from the Phoenix <br />meeting to the Washington meeting and thil,t the Governor' be encouraged <br />to make the presentation at the Washington' meeting. We are"informed <br />by Mr. Sparks that the Governor will be in washington to 'present that <br />statement. With that background. where do we stand on the statement <br />itself and the procedures with this hearing? <br /> <br />Mr. Sparks: Following the last bc~rd meeting. I met with the Governor <br />and expressed to him the desires' of the board and th'e Colorado Water <br />Congress that the Governor himself make the statement before the <br />National Water Commission. I gave him a summary of the commission <br />report that we went over at the last meeting. I told him that it <br />contained points of agreement as far as the board and the Water Con- <br />gress were concerned.' He looked it. over and 'stated he coii.id concur <br />with the main provisions of the summary. A statement was th~ri' <br />drafted incorporating most of the points that we~e in that memorandu~. <br />. ,- r <br />.'.
