The SPDSS is currently in its second year of implementation.
SPDSS is part of the CWCB long-range plan related to the CDSS effort, which is to have a decision support
system for each river basin in Colorado. For FY 05-06, an appropriation of $1,500,000 is being sought from
the Construction Fund to continue the CWCR SPDSS program. The next proceeding 2 years an
additional $2,000,000 per fiscal year will be requested. The SPDSS was initiated in 2001 With the approval
of $2,000,000 from the construction fund. The program was again funded in 2002 & 2003, with the approval of
$2,000,000 & $2,500,000 respectfully, from the construction fund.

At the November 19-21, 2003 CWCB board meeting, Board members approved a motion to approve staff
recommendation that the SPDSS be funded for fiscal year 2004-2005 for $2,500,000 and that the subsequent 3
years, an additional $2,000,000 per year will be requested. However at the Septernber 2004 CWCB Board
Meeting, the Board determined that this years funding request would be limited to $1,500,000.

Discussion

Development of the SPDSS is being built upon the experience, databases, tools and models already completed

for the CRDSS and RGDSS. The South Platte River basin, however, is a more complex river basin from

.YdrOIOgiC, hydrogeologic and institutional perspectives than either the Colorado River or the Rio Grande

Colorado Water Conservation Board
Flood Protection.
