49 (b) Before funds are expended for the feasibility studies authorized by this section, tho

50 Southeastcrn Colorado Water Acti vily Enterprise shall agree to the scope of the studies and to

51 pay for the costs ofthe studies. The Secretary of the Interior is hereby authorized to delegate to

. the Southeastern Colorado Water Activity Enterprise the preparation of any portion of the studies

53 as he or she deems appropriate.
