GILDERSLEEVE: "We have one change from Mr. John <br />Barnard, Jr. At the top of page 22, <br />Mr. Barnard asked to have the following <br />change made: <br /> <br />'I think the proper procedure is to advise <br />the Civil Service Commission of the vacancy <br />and ask them to certify the person to be <br />appointed. If no one is certified, it is <br />up to the Board to fill the position.' <br /> <br />Mr. Miller also suggested some minor <br />changes which have been made." <br /> <br />"Are there any other changes or addi- <br />tions? MOSES: <br /> <br />"The second item on the agenda is a <br />report by Mr. L. N. McClellan." <br /> <br />"I think copies of the report I sub- <br />mitted to the Governor are in your <br />folders." (See Appendix A). <br /> <br />Mr. McClellan explained this report to the members <br />and a general discussion on each of his recommendations then <br />followed. In reply to a question by Mr. Stapleton as to <br />whether the matter of salaries and Civil Service requirements <br />had been discussed with the Governor, Mr. McClellan replied <br />that he thought it would be necessary to pay an Assistant I <br />Director not less than $13,000 per year to start, and $12,000 <br />per year to the two suggested new engineering positions. This <br />brought up the question of the necessity of raising the whole <br />level of salaries for the engineering staff. <br /> <br />MR. McCLELLAN: <br />
