MR. MOSES:

MR. GILDERSLEEVE: "We have one change from Mr. John
Barnard, Jr. At the top of page 22,
Mr. Barnard asked to have the following
change made:

'I think the proper procedure is to advise
the Civil Service Commission of the vacancy
and ask them to certify the person to be
appointed. If no one is certified, it is
up to the Board to fill the position.'

Mr. Miller also suggested some minor
changes which have been made."

"Are there any other changes or addi-
tions? If not, may I have a motion of
approval for these minutes."

I

MR. STAPLETON:

"I mOVe that the minutes of the April
18th meeting be approved as corrected."

"Second the motion."

MR. PETERSON:
MR. MOSES:

"It has been moved "and seconded that
the minutes of the April 18th meeting be
approved as corrected. All those in favor
signify by saying 'aye'; opposed the same."

The motion was unanimously carried.

MR. MOSES:

"The second item on the agenda is a
report by Mr. L. N. McClellan."

"I think copies of the report I sub-
mitted to the Governor are in your
folders." (See Appendix A).

Mr. McClellan explained this report to the members
and a general discussion on each of his recommendations then
followed. In reply to a question by Mr. Stapleton as to
whether the matter of salaries and Civil Service requirements
had been discussed with the Governor, Mr. McClellan replied
that he thought it would be necessary to pay an Assistant I
Director not less than $13,000 per year to start, and $12,000
per year to the two suggested new engineering positions. This
brought up the question of the necessity of raising the whole
level of salaries for the engineering staff.

MR. McCLELLAN:
