MR. BURR:

"It might be the Governor would
like to make a recommendation."

Governor McNichols said he had great respect for
both Mr. Sparks and Mr. Barnard and certainly did not want
to be in the position of doing one thing for one of them
and not for the other. He told of having worked out a plan
with the Attorney General to have Mr. Barnard work on some
of these water matters full time; that in the event the
Board approves the recommendation the committee made in
regard to a Director, he certainly did not anticipate losing
the services of Mr. Barnard at all; that he thought Mr. Bar-
nard had a great future in this matter and that the Board
will certainly want to use his services. Governor McNichols
assured the Board that he did not want anything to happen
between the two men as both were needed and that they had
indicated to him there would be no ill feeling between them
and both would continue to do their job and serve the people
of the State to the best of their ability.

MR. PETERSON:
MR. SARGENT:

"I second Mr. Miller's motion."

"Has any consideration been given
by the Committee to securing the services
of an Assistant Director?"

MR. MOSES:

"That was one of the recommendations
made by Mr. McClellan in his report to
the Governor and the Board is very much
concerned in securing such a position and
a qualified person to fill it but that
will have to wait for the study to be
made on salaries and positions."

MR. CHRISTY:

"In line with the Governor's sugges-
tions, it would appear that we could
eliminate the out-of-state man and con-
sider the two in-state men. Might it not
further peace and harmony if the motion
made by Mr. Miller were changed to vote
on the two candidates and vote by secret
ballot ?"

MR. MOSES:

"Would you consider that change, Mr.
Miller?"

MR. MILLER:

"I don't see why not. I will with-
draw my motion."

MR. PETERSON:

"I withdraw my second to Mr. Miller'.s
motion."
