<br />main objective in filing a statement of opposition in this case was to prevent the Applicant from diverting its water <br />rights for "snowmaking, golf course inigation, exchange, replacement, augmentation, and all other beneficial <br />purposes" from "any location on the Colorado River, including its tributaries" at times when the Board's instream <br />flow rights on the Eagle River were not being satisfied.
