Current cost estimates for <br />the program indicate potentially significant budget overruns. The program <br />should favor water plan elements that are the least-cost to program <br />participants. <br /> <br />· Water provided to the prograJl\ by Colorado must be considered "new <br />water"-it must be protected to and through Nebraska to the critical <br />habitat. Alternatively, Colorado must be credited for doing its part if <br />Nebraska fails to protect our potential contribution in water. <br /> <br />· particular attention must be given to federal compliance with the Endangered <br />species Act. The Forest Service must not erode Platte River baseline <br />flows through continued management practices. Should they continue to <br />do so, Colorado water users will not bear the burden ofmaklng up for <br />continued federal depletions. <br /> <br />Colorado's role in the Cooperative Agreement rests on these, and other, continued <br />negotiations.
