There were approximately 1200 qualified ditch bill
applications in the Rocky Mountain Region, most of which occurred in Colorado. As of March
2004 approximately 300 easements had been issued.

.

To "kick-off' the Forest Service's renewed activity on ditch bill issues, the Forest Service -
Rocky Mountain Region, Colorado Department of Natural Resources, and the Colorado Water
Conservation Board jointly sponsored a Ditch Bill Forum in Alamosa, Colorado in September of
2004. Mr. Cables has updated the Board annually on the Forest Service's Progress since that
time, and his staff has provided bi-monthly reports which have been made available in the
Director's Reports for each CWCB Board Meeting.

Today, Mr. Cables will update the Board on the Forest Service's activity to date and their plans
to proceed with this effort in the coming year.

.
