We do <br />not intend that this origination fee should be necessary if those types of <br />general funds are restored to the operations and would likely be able to review <br />this policy and eliminate the loan origination fees when possible. <br />A motion was made by Ray Wright with a second by Greg Hoskin in support <br />of staff recommendation for adoption of policy #l6. The sunset provision on <br />the loan origination fee would expire in May 2004 and would only be <br />extended by a renewal of the policy by the Board at that time. The sunset <br />provision would apply only to the loan origination fee of 1 % and the other two <br />portions of the policy concerning amendments and partial releases would not <br />have a sunset date. Water Supply Planning and Finance Section - Mancos Water Conservancy District- <br />Water System Rehabilitation <br />Tape 3, Track 1, 1 :37:54 - 1 :55:00 <br />Action: A motion was made by Eric Wi1kinson with a second by David <br />Smith for staff recommendation of a loan in the maximum amount of $5,486,53l <br />to the Mancos Water Conservancy District, acting by and through its water <br />activity enterprise. The loan is for up to 90% of the costs of a project to <br />rehabilitate District facilities, and to consolidate existing debt. The <br />recommended loan tenus are 30 years at 2.8%. As security for the loan, the <br />Borrower will pledge collateral in accordance with CWCB Loan Policy #5. This <br />loan would be funded from the Severance Tax Trust Fund - Perpetual Base <br />Account. Staff further recommends that final approval of the loan be <br />conditioned upon all other standard contracting provisions of the CWCR <br />Approved 9-0.
