Walcher
Executive Director
Rod Kuharich
CWCB Director
Dan McAuliffe
Deputy Director

Attached is the draft, "South Platte Decision Support System Feasibility Study"
for your review and comment. This draft is also being circulated for public review and
comment as well. Comments are requested by August 31, 200 1 so that the report can be
finalized in time for the Board's consideration of additional funding in this coming year.
To date, the Board has approved $200,000 for the feasibility study, and $1.9
million to begin data collection efforts for SPDSS this year. The preferred alternative at
present would cost $19.8 million. Of the $l9.8 million, $9.26 million (47%) would be
used for data collection, $7.52 million (38%) for the development of project components
and the. remaining $3.01 million for a variety of purposes including project management
and coordination, and user involvement. It is currently anticipated that funding for
SPDSS, as for the previous decision support systems, would come from the Board's
construction fund at the rate of $2.0 to $3.0 million per year over the next 6 or 7 years.
Also, as with previous decision support systems, project funding would be requested to
be non-reimbursable. Long-tenn operation and maintenance costs after completion are
estimated to be approximately $485,000 annually and will be coordinated and included
with the maintenance costs associated with CDSS, which currently includes the Colorado
River Decision Support System (CRDSS) and very soon the Rio Grande Decision
Support System (RGDSS). The Board is referred to the draft report, which includes an
executive summary following the table of contents, for further details on SPDSS.

Recommendation

This is an infonnational item for discussion. Staff will be working to finalize the
report over the next few months. Staff would appreciate any comments from Board
members on the draft report by August 3l st.

Flood Protection. Water Project Planning and Financing.
