I

I

NR. STAPLETON:

GOVERNOR JOHNSON:

NR. STAPLETON:

GOVERNOR JOHNSON:

I know that the decisions in this
vitally important matter don't rest com-
pletely with me or with this Board or with
anyone of us. And I knO\'l you kn01:1 that
Larry Sparks has been in contact, as have I,
with the congressional delegation and we
will continue to be in contact with the
congressional delegation. As a matter of
fact, there has been some talJt, ''lhich I
accede to, and I will hope that we do meet
at some time in the reasonably near future
in a joint meeting with our congressional
delegation and this Board because we must,
and we will, come out with a unified and
sustainable position for the state of
Colorado to protect this vital right that
must be protected."

"Thank you, Governor.

Do you want at this time, Larry, to
go through the bill with your suggested
amendments?"

" Nr. Chairman, may I ask one question
before we leave this point?"

UYes, siroll

"I ''lon' t go on record as agreeing com-
pletely with the position taken by l1r.
Sparks with respect to the ~~xican Treaty
obligation. But in connection with that
matter, if we are to take advantage of the
delivery of 75,000,000 acre-feet, we'll have
to get on a yearly basis of 7,500,000 acre-
feet delivery each year because each year
will be figured separately and in some of
the years we might have an indebtedness to
Old Mexico and in other years we wouldn't
have any indebtedness. So we would have to
take a position of delivering 7,500,000 each
year in order to keep away from the He~dcan
obligation. And we can only do that - we can
only do that - by having ample storage in the
Upper Basin. He can't have that storage in-
terfered with by the Secretary of the Interior
