SPARKS: <br /> <br />GOVERNOR JOHNSON: <br /> <br />"The specific problems we are faced with <br />have been well outlined. To set them down <br />in some fashion, I will state: <br /> <br />First, our problem is that our future <br />use of water, our actual diversion, will be <br />limited to about 5.6 million acre-feet of <br />water per year. That's headgate diversions. <br />About two million acre-feet less than we <br />have always planned on. This means that in <br />the foreseeable future the Upper Basin must <br />have imported water supplies. That's the <br />first problem we face. The necessity of <br />imported water supplies in the foreseeable <br />future. <br /> <br />The second problem that we are faced <br />with, which has been outlined by Mr. Tipton, <br />is the Mexican Treaty burden. He has men- <br />tioned the fact that the minutes which dealt <br />with the million acre-feet, the III (b) water, <br />are missing. Those minutes, of course, were <br />deliberately destroyed. It seems to me <br />that somebody should, somewhere in the United <br />states, have a copy of those minutes for <br />historical interest. If anybody knows where <br />a copy is, we would appreciate knowing. <br />This might be a subject of sleuthing by some <br />of the newspapers." <br /> <br />"I think, perhaps, you are asking the <br />wrong group:" <br /> <br />"Actually, we had a representative from <br />Colorado, we had several people from Colorado <br />who participated in those hearings and they <br />had copies of the minutes. The question is - <br />did our own people also destroy their copies? <br />If they did not, we have not been able to <br />come up with a copy of those minutes which <br />would shed a lot of light on this million <br />acre-feet that Senator Johnson has mentioned." <br /> <br />"I>lr.
